Are percent and percentage the same?

Percentage describes a share out of 100, while the percent sign is the symbol used to express it.

What should be used as the base?

Use the original or whole value as the denominator. Choosing the wrong base is the most common source of errors.

Is a five percentage-point increase the same as a 5% increase?

No. A move from 10% to 15% is five percentage points but a 50% increase relative to 10%.
